NTT Data to use Oracle Alloy for sovereign cloud in Japan
NTT will deploy Oracle Alloy in its data centers, giving customers access to more than 150 Oracle Cloud Infrastructure (OCI) services, including its artificial intelligence (AI) offerings. Oracle Alloy will be present in two NTT data centers in Japan and will be used to expand its OpenCanvas sovereign cloud. The addition of OCI services will be available in the OpenCanvas Japan East region in December 2025 and in the Japan West region in March 2027. “Our data center strategy is focused on meeting new cloud and data usage needs, including new on-premises and sovereign requirements, and Oracle Alloy plays an extremely important role in this,” said Hiroshi Tomiyasu, director and executive vice president of NTT. Bringing Oracle’s AI Solutions to the Country
NTT Data has selected Oracle Alloy to enhance its sovereign cloud services in Japan.

OpenCanvas will continue to offer its customized cloud services, and in the future, NTT Data will explore the possibility of using other NTT Group technologies, including the Innovative Optical and Wireless Network (IOWN) initiative and the Wide Language Model (LLM) called “Tzumi.”

Earlier this year, Oracle committed to investing $8 billion in cloud computing and AI infrastructure in Japan. This will include expanding its operations across Japan, from supporting Japanese engineering teams to meet digital sovereignty requirements to increasing customer support in its Tokyo and Osaka cloud regions. NTT GDC has two data centers in Japan: Tokyo 11 and Osaka 7. In 2022, the company announced plans to build a 30 MW data center in the Kansai region, and last year announced plans for another around Tokyo. NTT Data operates several other facilities throughout Japan, including Tokyo (five), Osaka, Aichi, Hiroshima and Fukuoka.
